Since a hail or no-hail build differs wildly, they have been split into two unique build categories with variations, rather than have universal upgrades. However, any build is going to want the Vigilance lucky skill since it prevents an opponent from inflicting extra damage from a critical-hit.

In builds that are not used for Hail teams, Delibird is able to pick up all of the best supporting tiles and pad her defenses.
Delibird picks up an impressive +30 to both Defense and Sp. Def which will significantly improve her ability to withstand attacks. Aerial Ace Move Gauge Refresh 3 will give the only attack worth using a 40% chance to return one bar to the move gauge after a successful hit. Combine this with All the Presents! MP Refresh 3 for a similar 40% chance to regain one use of the Trainer move and the move gauge will likely always have the bars you need for your most powerful moves.
X Attack All MP Refresh 3 gives Delibird a chance to max out all allies’ Attack stats by possibly restoring one use of the move each time it is used. Using All the Presents! Shared Fortune 2 will raise a random stat for all allies each time the move is used. All allies will receive the same stat boost from these choices: Attack, Sp. Atk, Defense, Sp. Def, Speed, accuracy or evasiveness. While many of Delibird’s buffs rely on chance, Team Speedy Entry 1 will always raise all allies’ Speed by +1 when Delibird enters the battle.
At sync level 2, access to Shared Fortune 2 is locked away and the build gives up some defensive boosts to reach Stoic 4, which has a 50% chance of raising Delibird’s Defense each time she uses a move. If an ally will already pad Delibird’s Defense, pick up more HP and put the rest into giving Aerial Ace a little bit more power.

If Delibird is paired with a hail team, she benefits more from her passive skills and adds a little bit of HP recovery to her skillset. Picking up the most beneficial ally upgrades, what might have gone into her defensive stats goes instead to hail-only skills.
Delibird picks up more modest gains to her stats compared to her no-hail builds with +20 to Defense and Sp. Def. Aerial Ace Move Gauge Refresh 3 may restore one bar to the move gauge after a successful attack. Similarly, All the Presents! MP Refresh 3 has the chance to replenish one use of the Trainer move each time it is used.
Team Speedy Entry 1 will raise each ally’s Speed stat by +1 when Delibird enters the battlefield and All the Presents! Shared Fortune 2 will boost a random stat of all allies by +2 whenever the move is used. The possible stats are: Attack, Sp. Atk, Defense, Sp. Def, Speed, accuracy or evasiveness.
The main build picks up both Ice Shell and Hasty Hail 2. While the weather is a hailstorm, Ice Shell will increase Delibird’s Defense by 50% and Hasty Hail 2 will quickly charge the move gauge 20% more quickly.
An alternative is to give up Hasty Hail 2 and Team Speedy Entry 1 for Cold Front, which will cause the weather to become a hailstorm when Delibird enters the battlefield for the first time. This is a wonderful way to immediately cause a hailstorm, but many times the first turns are spent setting up buffs rather than attacking. While some Trainer moves may be doubly effective in a hailstorm, the skill is expensive at 15 energy. Using this variation will be heavily dependent on how much Delibird’s allies would benefit.
At sync level 2, All the Presents! Shared Fortune 2 is locked away, but the build picks up X Attack All MP Refresh 3 to compensate.
